Unlike email or SMS, businesses cannot freely type and send outbound WhatsApp messages unless the recipient has recently interacted with the business on WhatsApp. This is part of Meta’s spam prevention and messaging compliance system.
Why WhatsApp Uses Templates

Because of these requirements:
